On September 13, 2005, The Heartland Institute hosted its second annual Emerging Issues Forum. The program featured 11 speakers from across the country, addressing emerging public policy issues from the economy to welfare reform. Their focus was on the future: looking ahead at what issues are “emerging.” What key public policy issues are we going to be debating next year, and the year after, and the year after?

Grace-Marie Turner, president of the Galen Institute, delivered the luncheon keynote address, discussing the future of the consumer-directed movement in health care. “The emerging move toward consumerism in this country has great potential to get incentives properly aligned in the health industry,” she noted, “making consumers more value-conscious and benefitting consumers and their employers.”

Emerging Issues 2006 is timely, authoritative ... and written in plain English, making it an excellent introduction to public policy debates for an entire government affairs or public affairs staff. It can provide essential background and perspective for everyone from the boardroom to the mailroom.
