In the June 2005 issue of IT&T News, Heartland Senior Fellow Steven Titch highlights the differences between broadband and public utilities like municipal water and power. Writes Titch, "If broadband really were a consumer necessity the way electricity is, we would see virtually 100 percent penetration in the areas where broadband is available, just as we do for electricity."
