Heartland's Donald Kendal, and Justin Haskins are joined by Isaac Orr, Policy Fellow at the Center of the American Experiment, in episode #181 of the In The Tank Podcast. This weekly podcast features (as always) interviews, debates, and roundtable discussions that explore the work of think tanks across the country. The show is available for download as part of the Heartland Daily Podcast every Friday. Today's episode features work from the Illinois Policy Institute, Americans for Prosperity, the Manhattan Institute, and the Foundation for Economic Education.

In the first segment, Donny, Justin, and Isaac talk about Illinois Governor J.B. Pritzker's plan to change Illinois' income tax structure to a progressive system. A press release from Americans for Prosperity titled "IL Taxpayers Shouldn't be Fooled by Governor's Proposal," gives details about the proposal. An Illinois Policy Institute article titled "Progressively Worse: Pritzker's Tax Push Has a Dangerous Precedent," tells of Connecticut's experience with doing this very thing. Turns out, changing to a progressive tax did not solve any of the state's problems.

Next, they talk about an article authored by Robert Bryce, senior fellow at the Manhattan Institute, titled "San Bernardino County Says No to Big Renewables." The largest county in California (and America) banned the construction of large solar power farms. This development highlights a problem called the "vacant-land myth," - a concept also written about by Robert Bryce.

They then talk about a horrific story out of Germany where authorities confiscated the dog of a woman over a tax debt. The story is described in an article by the Foundation for Economic Education titled "In Germany, the State Can Seize Your Dog if You're Late on Taxes."

Last, Donny asks Isaac and Justin about a proposed bill in a New Jersey town that would potentially jail people over their barking dog.
