Reinsurance Programs vs High-Risk Pools for Better Health Care (Guest: Jeff Romback)

Jeff Romback, deputy director of the Michigan Association of Health Plans, discusses a study exploring the best way for Michigan to reduce health insurance premiums in the state.

Jeff Romback, deputy director of the Michigan Association of Health Plans, a nonprofit established to promote the interests of member health plans and provide leadership for the promotion and advocacy of high quality health care for the citizens of Michigan, joins the show. Romback has been calling for Michigan to take advantage of the 1332 State Innovation waivers under the Affordable Care Act and offered by the Centers for Medicare and Medicaid Services. Romback says the goal is to reduce premiums for people on the individual market. His goal is to examine a question many states are also considering regarding covering those with pre-existing conditions: is a reinsurance program the answer or are high-risk pools the way to go?
