James Barth and Shen Zhang join the podcast to discuss their paper, “Opportunity Zones for Economic Development and Job Creation: The ‘Nuts and Bolts’ and a Look at Alabama.” They also talk about issues related to Opportunity Zones nationwide. Pursuant to the Tax Cuts and Jobs Act of 2017, state and territorial governors nominated thousands of distressed areas for designation as Qualified Opportunity Zones where reinvested capital gains are eligible for tax breaks.

Barth is the Lowder Eminent Scholar in Finance at Auburn University, a Senior Fellow at the Milken Institute, and a Fellow at the Wharton Financial Institution Center. Zhang is a doctoral candidate at Auburn University.
