Texas is experiencing rolling blackouts. The Heartland Institute experts explain why.

On February 14th, ice storms knocked out nearly half the wind-power generating capacity of Texas as a massive deep freeze across the state locked up wind turbine towers. This created an electricity generation crisis.

Anthony Watts speaks with Heartland Senior Fellow H. Sterling Burnett, who lives in Texas and is without power, about the crisis and why green energy mandates are the cause.
