Allen West (R ) and former U.S. Senator Tom Coburn, as well as constitutional scholars and advocates of a number of constitutional amendment projects, and Heartland’s CEO Joseph Bast. The event marked the beginning of Heartland’s effort to help promote projects ranging from the Balanced Budget Amendment to a Convention of the States to Amend the Constitution.

In addition, we recognized Ronald Reagan’s “terrible swift sword of the civil service,” Dr. Donald J. Devine, with this year’s Heartland Liberty Prize.
