Heartland Institute Experts Comment on Louisiana Senate’s
Approval of Article V Convention Application
The Louisiana Senate approved Senate Concurrent Resolution 52 (SCR 52) on Monday afternoon by a vote of 29 to 6. SCR 52 is Louisiana’s application for a multi-amendment Article V convention backed by Convention of States. The application would call for a convention for the purpose of enacting a federal balanced budget amendment, imposing term limits on members of Congress, and reducing federal regulations. The resolution now goes to the House of Representatives for approval.
Louisiana could join seven states that have already enacted the Convention of States application. Texas Gov. Greg Abbott (R) and former Florida Gov. Jeb Bush (R) recently endorsed the Convention of States application. Convention of States is a project of Citizens for Self-Governance, an organization promoting greater citizen involvement in government. The Heartland Institute does not endorse any particular Article V effort, but rather supports all efforts toward constitutional reform.
