Heartland Institute Experts Comment on Louisiana Senate’s
Approval of Article V Convention Application

The Louisiana Senate approved Senate Concurrent Resolution 52 (SCR 52) on Monday afternoon by a vote of 29 to 6. SCR 52 is Louisiana’s application for a multi-amendment Article V convention backed by Convention of States. The application would call for a convention for the purpose of enacting a federal balanced budget amendment, imposing term limits on members of Congress, and reducing federal regulations. The resolution now goes to the House of Representatives for approval.

Louisiana could join seven states that have already enacted the Convention of States application. Texas Gov. Greg Abbott (R) and former Florida Gov. Jeb Bush (R) recently endorsed the Convention of States application. Convention of States is a project of Citizens for Self-Governance, an organization promoting greater citizen involvement in government. The Heartland Institute does not endorse any particular Article V effort, but rather supports all efforts toward constitutional reform.

“The Louisiana Senate listened carefully to the voices of citizens who are tired of business as usual in Washington, DC. Citizens in The Pelican State expect a government that balances its budget and puts the people’s interests before those of special interests. The Convention of States measure contains proposals that enjoy broad bipartisan support from Louisianans, including a balanced federal budget and term limits on Congress. Louisiana should take this opportunity to be a national leader in constitutional and fiscal reforms.”

“The Louisiana Senate should be commended for passing the Convention of States resolution, which will help citizens obtain a strong term-limits amendment for members of Congress. The Convention of States project remains one of the most promising opportunities to restore citizen government as our founders intended.”

“The Louisiana Senate should be commended for its bipartisan vote in favor of the Convention of States resolution. Perhaps this bodes well for the House vote. It certainly bodes well for the progress of the Article V movement.”
