Heartland Institute Experts Comment on Louisiana’s Approval of Application for an Article V Convention

SCR 52 is Louisiana’s application for an Article V convention backed by the Convention of States organization. The application calls for a national convention for the purpose of enacting a federal balanced budget amendment, imposing term limits on members of Congress, and reducing federal regulations.

Louisiana is the eighth state in the nation to enact a resolution backed by the Convention of States Project. Texas Gov. Greg Abbott (R) and former Florida Gov. Jeb Bush (R) have endorsed the Convention of States application. Convention of States is a project of Citizens for Self-Governance, an organization promoting greater citizen involvement in government. The Heartland Institute does not endorse a particular Article V effort.
