PRESS RELEASE: Heartland Institute Experts React to Introduction of Child Safety Account Legislation
“No child should be forced to remain in an unsafe education environment.” - Lennie Jarratt
On January 16, Colorado Rep. Patrick Neville (R-Castle Rock) introduced Child Safety Account legislation (HB19-1112), an idea fostered by The Heartland Institute. This legislation would provide state education funds to students who are victims of violence in school to be used for safer education environments and opportunities.

“No child should be forced to remain in an unsafe education environment. Child Safety Accounts are a giant leap forward in protecting students and ensuring students have access to a safe learning environment. Parents should not have to worry about whether their child will come home safely each day after school.”
“Thank you to Rep. Neville for stepping up for Colorado children and introducing Child Safety Accounts to the General Assembly. This program will help ensure all Colorado parents will have the ability to provide their children with a safe environment in which to receive their education. This program will help ensure Colorado public schools are more responsive to their students and take their safety concerns more seriously. The public education system’s failure to adequately protect these children is precisely why this program is so desperately needed.”
“Students should not have to wait years at a time or become victims of violent crime before their parents are allowed to transfer them to safer schools. The introduction of HB19-1112 represents an unprecedented advance for Colorado students and families and should be a model for the rest of the country.”
