New York's Proposal for a Regional CO2 Control Plan
In 2003, Governor Pataki invited New England governors to develop a regional cap-and-trade system. Much of this was based on the recommendations of the governor's Clamite Change Task Force, and a report from the Center for Clean Air Policy (report located at www.ccap.org). The governor's aim is that even in the rejection of the Kyoto Protocol, the states in the U.S. should advance the regulations required to combat global warming. The requirements would impose increased costs for consumers.
