This Backgrounder details a proactive environmental policy agenda for both Congress and the Administration, with recommendations covering air, water, land and wildlife, and science and transparency.1 This agenda rejects policies that force Americans to choose between a clean environment and economic growth, individual freedom, or federalism as a false choice. Rather, it aims to improve collaboration and policy processes to solve environmental challenges, and reflects a commitment to achieving tangible environmental improvements while at all times taking into account the interests of all Americans.
