Health Reimbursement Arrangements and Other Account-Based Group Health Plans

June 14, 2019

The Trump Administration released a new rule regarding Health Reimbursement Arrangements which allows employers to give their workers tax-preferred funds to pay for health insurance.

The rule, to be published June 20, 2019, allows employers to give employees pre-tax money to spend on health care options as they see fit.  The arrangement known as Individual Coverage HRA, is expected to expand options for 11 million employees.  According to the White House, the rule is the "final component of an executive order issued by President Trump on October 12, 2017, on Promoting Healthcare Choice and Competition Across the United States."
