The "Health Care Openness and Access" project is an initiative by the Mercatus Center at George Mason University.  It is a collection of state-by-state data evaluating 37 indicators of openness and accessibility, such as telemedicine, direct primary care, medical liability, and provider regulation. States are ranked according to the variables.
