Reforming America’s Healthcare System Through Choice and Competition

This 124-page document, presented by the U.S. Department of Health and Human Services, with assistance from the Departments of Labor, Treasury and the Federal Trade Commission argues that the most serious problems in health care arise because of government failure, not market failure. It goes into great detail on how to correct the policy errors.

In presenting the plan, the secretaries write: “On October 12, 2017, through Executive Order 13813, you directed the Administration, to the extent consistent with the law, to facilitate the development and operation of a health care system that provides high-quality care at affordable prices for the American people by promoting choice and competition.”
