Short-Term Plans: Affordable options for America's uninsured

This study finds that short-term health insurance plans can be an affordable option for the uninsured and that they could reduce the ranks of the uninsured by 2.5 million people.

In this 11 page brief,  Greg George, senior research fellow at The Foundation for Government Accountability, describes how short-term health insurance plans can be an affordable solution for a cohort of the uninsured who may be in job transition and not ready to retire. Short-term plans can be an affordable option because they offer more choice in the kinds of services they cover. Premiums in the individual market have more than doubled between 2013 and 2017 and may be unaffordable to someone who is in between jobs.  Short-term plans are not new but until recently, were unavailable for more than a few months at a time and not renewable. New federal rules give states more control in expanding access to these plans and the study shows where individual states stand in their policies.
