Testimony to the San Diego Public Safety and Livable Neighborhoods Committee

On June 18, 2014, Heartland Senior Fellow, Gregory Conley, testified to the San Diego Public Safety and Livable Neighborhoods Committee. In his testimony, he encourages California and the city of San Diego to see out any measures that welcome the switch from tobacco cigarettes to electronic cigarettes. In his testimony, Conley cites a letter, signed by more than fifty scientific experts, to the World Health Organization calling vapor products “among the most significant health innovations of the 21st century — perhaps saving hundreds of millions of lives.” He concludes “States should follow the lead of respected public health advocates who have studied and published on the issue. Vapor products are creating ex-smokers every day in California.
