A minimum wage hike is a deeply ineffective way to improve the economy. In a new Research & Commentary, Tim Benson examines a bill in the South Dakota Senate that would expand eligibility for the Partners in Education Tax Credit Program (PETCP), a tax-credit scholarship program designed for low-income students. PETCP expansion would allow more South Dakota children more education choices.
